【摘要】:Asoilsamplingandanalysisprogramprovidesadirectmeansofdeterminingtheconcentrationanddistributionofradionuclidesinsoil.Asoilanalysisprogramhasthemostsignificanceforthepreoperationalmonitoringprogramtoestablishbaselineconcentrationspriortotheoperationofanuclearfacility.Soilanalysis,althoughusefulinspecialcasesinvolvingunexpectedreleases,isapoortechniqueforassessingsmallincrementalreleasesandisthereforenotrecommendedasamethodforroutinemonitoringreleasesofradioactivematerial.Nevertheless,becausesoilisanintegratorandareservoiroflong-livedradionuclides,andservesasanintermediaryinseveraloftheplutoniumpathwaysofpotentialimportancetohumans,knowledgeoftheconcentrationofplutoniuminsoilisessential.1.1Thistestmethodcoversthedeterminationofplutoniuminsoilsatlevelsofdetectiondependentoncounttime,samplesize,detector,background,andtraceryield.Thistestmethoddescribesoneacceptableapproachtothedeterminationofplutoniuminsoil.1.2Thistestmethodisdesignedfor10gofsoil,previouslycollectedandtreatedasdescribedinPracticesC998andC999,butsamplesizesupto50gmaybeanalyzedbythistestmethod.Thistestmethodmaynotbeabletocompletelydissolveallformsofplutoniuminthesoilmatrix.1.3ThevaluesstatedinSIunitsaretoberegardedasstandard.Thevaluesgiveninparenthesesareforinformationonly.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.SpecifichazardstatementsaregiveninSection9.
